Document Structure Limitations

Google Docs uses a skeuomorphic design — it replicates a physical piece of paper with a fixed canvas and no native metadata layer. This model lacks the relational structure required by modern engineering and operations teams.

Creating a knowledge base with Google Docs is difficult due to poor file organization. Google Docs saves all documents to Google Drive, which becomes cluttered at scale and makes document search and discovery increasingly unreliable. Google Docs does not support subpages or page nesting, which limits knowledge management to folder hierarchy alone.

Three specific constraints force teams to migrate:

  1. No relational data. You cannot query Google Docs. If you want to see all documents tagged "Q3 Security Audit" or with "Draft" status, there is no native mechanism.
  2. Brittle internal linking. Links between Google Docs rely on static URLs (docs.google.com/document/d/...). When a document is duplicated or moved to a new shared drive, these links frequently break or point to deprecated versions.

Notion's real strength over Google Docs isn't the editor (which is Markdown-based and lighter on formatting options). It's the graph architecture: bi-directional linking, database properties (Status, Owner, Last Updated) queryable across every page, and dynamic rollups across content. Confluence ADF conversion fidelity. Migrating from Google Docs requires exporting to DOCX or HTML, then converting to Atlassian Document Format (ADF) via Atlassian's import tools or the REST API. Zoho Writer supports real-time collaboration and Track Changes, and its editing experience is functionally similar to Google Docs. Zoho's AI assistant (Zia) is included in paid tiers and handles basic summarization and grammar suggestions without requiring a separate add-on purchase.

Trade-offs: Standard tier's 10-participant video meeting limit is tight compared to Google Starter's 100-participant limit. The ecosystem of third-party integrations is thinner — if your workflows depend on Zapier triggers, Slack integrations, or Chrome extensions built specifically for Google Docs, expect gaps. ONLYOFFICE: The Self-Hosted Option

All ONLYOFFICE products (Docs and DocSpace) offer open-source community editions distributed under the AGPL v.3 license for free. The commercial self-hosted version starts from $1,500 for 50 simultaneous connections. A lifetime license of the self-hosted ONLYOFFICE DocSpace costs from $6,550 (one year of support and updates included, with renewal required after year one at a separate cost).

Licensing model: ONLYOFFICE Enterprise is licensed on simultaneous connections — the number of users actively using the platform at the same time — rather than per-seat. This is more cost-effective for organizations where not all users are active simultaneously. A 200-person company where fewer than 50 users are online at any given moment can operate on the $1,500 connection tier rather than paying 200 per-seat licenses.

Realistic 3-year self-hosted TCO for a 50-person team: $6,550 (lifetime license) + ~$1,200/year for support renewal + ~$2,400/year for a Linux server (cloud VM, roughly $200/month for adequate specs) + 0.25 FTE sysadmin time ($15,000–$25,000/year fully loaded). Total over 3 years: approximately $58,000–$85,000, which is higher than SaaS alternatives for most teams unless the data sovereignty requirement is non-negotiable.

ONLYOFFICE's editors have strong OOXML compatibility — closer to Microsoft Office rendering fidelity than Google Docs or LibreOffice. The self-hosted model means your documents never leave your infrastructure.

Trade-offs: First-time setup for self-hosted deployments requires significant Linux administration time — reviewers consistently report multi-day setup before stable operation. DocSpace self-hosted is supported on Linux only; Windows Server installation is not officially supported. No automated migration tooling exists; you upload DOCX files and reorganize structure manually.

LibreOffice: The Zero-Cost Baseline

Best for: Individual users, offline-first workflows, teams that need a desktop word processor without recurring costs.

LibreOffice Writer is free, open-source, and runs locally. It handles DOCX files well for single-author use. But it has no native real-time collaboration — you need Collabora Online (the cloud-hosted LibreOffice derivative) for multi-user simultaneous editing.

Collabora Online cost estimate: Collabora Online pricing is not publicly listed and varies by deployment model. A self-hosted Collabora Online deployment (CODE — Collabora Online Development Edition) is free for small teams but requires a Linux server and Docker. The commercial Collabora Online Enterprise license, required for production use beyond ~20 users, is quoted on request and typically runs $3–$8/user/year for larger deployments — orders of magnitude cheaper than other options, but with correspondingly limited support SLAs and no managed infrastructure. LibreOffice is not a Google Docs alternative for teams that rely on simultaneous editing. It is an alternative for individuals who want to eliminate recurring software costs entirely.

Getting Data Out of Google Docs: Export Constraints

This is where most migration plans hit reality. Google Docs files are not ordinary downloadable blobs in Drive — they must be exported and converted on the fly. Google offers three extraction paths, each with hard limits.

Path 1: Google Drive API (files.export)

The programmatic route. You call files.export with a target MIME type and get the converted file. Available export formats include DOCX, HTML, plain text, PDF, RTF, ODT, EPUB, and Markdown. (developers.google.com)

The 10 MB hard cap: Exported content is limited to 10 MB. This is a hard cap on the exported output, not the source file size. Google does not allow Documents/Sheets/Presentations greater than approximately 11 MB in source size to be exported into standard Microsoft formats via the API. Files exceeding this limit must be manually exported directly from the Google web frontend (File → Download → DOCX), which cannot be automated at scale.

For large documents with embedded images, this limit is reached faster than expected. A 20-page technical document with screenshots can easily exceed 10 MB in DOCX format. In our experience processing document estates with significant embedded imagery, roughly 15–25% of technical documentation files (those containing screenshots, diagrams, or embedded spreadsheet data) hit this cap. The workaround requires identifying oversized files via metadata before the export attempt, flagging them for manual download, and tracking them separately in the migration pipeline.

Warning

10 MB export cap is per file, not per request. There is no API parameter to increase it. The only workaround for oversized Google Docs is manual download via the web UI, which cannot be automated at scale and must be tracked separately in your migration pipeline.

Choosing your export format:

  • text/html — Best for preserving heading hierarchies, bold/italics, and basic tables. Requires a custom parser to translate HTML tags into your target platform's block format.
  • application/vnd.openxmlformats-officedocument.wordprocessingml.document (DOCX) — Best for SharePoint and Word targets. Difficult to parse programmatically for block-based platforms like Notion.
  • text/markdown — Best for wiki-style targets like Notion or Confluence. Comment threads are not preserved.
  • text/plain — Drops all formatting, images, and tables. Unusable for knowledge base migrations.

Rate limits: Since May 1, 2026, newly created Google Cloud projects have used a weighted quota-unit model. A basic read costs 5 units, an edit 50, a list request 100, and a download 200 units. Each project is allowed 1 million units per minute, with a separate limit of 325,000 units per minute per user.

For a migration extracting thousands of files, the download cost of 200 units each means a single user can export roughly 1,625 files per minute before hitting the per-user quota. In practice, effective throughput is lower due to listing calls (100 units each), metadata reads (5 units each), and error retries. A realistic estimate for a pipeline doing list + metadata + export per file is ~305 units per document, yielding approximately 1,065 documents per minute per user before throttling.

Google Workspace Migrate (Admin Tool): Distinct from the Drive API, Takeout, and Admin Export, Google Workspace Migrate is an admin-level migration tool (available on Business Standard and above) designed to move content into Google Workspace from other platforms, and to facilitate Google-to-Google domain migrations. It is not an export tool for moving data out of Google Workspace to a third-party platform. Teams sometimes confuse it with an egress path — it isn't one.

Path 2: Google Takeout (Individual Users)

Google Takeout lets individual users export their Drive contents as zip archives. Takeout converts Google Docs to DOCX, Sheets to XLSX, and Slides to PPTX — but the conversion is lossy. Comments may be flattened, suggested edits are either accepted or dropped, and formatting can shift.

If you restore Google Drive data by manually importing Takeout files, sharing permissions of the files will not be retained. Takeout exports your entire Drive; you cannot select specific files or folders. Folders shared with you — but not owned by you — cannot be exported using Google Takeout, even if the folder contains files you created.

Operationally, Google Takeout is unreliable at scale: archive failures, interrupted downloads on multi-GB exports, corrupted archives, and unpredictable delays of 12–72 hours are consistently reported. For estates above a few hundred documents, Takeout is a last resort, not a migration strategy.

Path 3: Admin Data Export (Organization-Wide)

With the Data Export tool, super admins can export an organization's data to a Google Cloud Storage archive for download. This is the nuclear option — it exports everything for every user. Requirements: a super admin account that's been active for at least 30 days, and a 30-day cooldown between exports. If your organization has FedRAMP Authorization or more than 1,000 users, contact Google Workspace support before using the Data Export tool.

Critical gap: The Admin Data Export does not include audit logs, access logs, or activity history. These must be extracted separately via the Admin Reports API if regulatory continuity requires them.

What Gets Lost in Every Export Path

Regardless of method, expect these losses when leaving Google Docs:

  • Comments and comment threads — partially preserved in DOCX (as annotations), completely lost in PDF and Markdown exports. In HTML exports, comments appear as inline <span> tags but lose their thread structure.
  • Suggested edits — must be accepted or rejected before export; no export format preserves the "suggested" state
  • Version history — not exported by any method; only the current version transfers
  • Internal links between Google Docs — break entirely; they point to docs.google.com URLs that are meaningless in the destination system
  • Embedded Google Drawings — converted to static PNG at export time; the editable drawing is lost
  • Add-on data — anything stored by third-party add-ons (Grammarly suggestions, Lucidchart embeds) is not part of the document export
  • Sharing permissions — not preserved in any export method

Google Docs files are exported and converted by Google into the target format, and may appear different from the source at the destination — particularly for documents using non-standard fonts, complex table structures, or RTL text.

The Drive API provides a comments.list endpoint, but mapping a comment to its specific text anchor in the exported HTML is unreliable. In most migrations, the pragmatic choice is to accept the loss of comment history or archive legacy documents as read-only PDFs for reference.

If Document A links to Document B using a docs.google.com URL, that link will be dead in the new system. A successful migration requires a two-pass approach:

  1. Pass One: Migrate all documents and record a mapping table of Old Google File IDNew Platform Page ID.
  2. Pass Two: Scan the new platform's content, find all legacy Google URLs, and rewrite them to new internal links.

This is not optional. Any migration with more than a few dozen documents will have cross-document links. Leaving them broken silently degrades the knowledge base over time — users encounter dead links and lose trust in the system before they've fully adopted it.

Estimated effort: For a 1,000-document estate, Pass One (bulk migration + ID mapping) typically takes 2–4 hours of compute time if scripted. Pass Two (link scanning + rewriting) adds 1–3 hours of compute and 4–8 hours of QA depending on link density. For unstructured estates where link patterns are inconsistent, manual review of 5–10% of documents is prudent.

How to Run a Google Docs Migration

  1. Classify the estate. Separate review-heavy docs, evergreen knowledge, process docs, trackers, and disposable working notes. They don't all belong in the same destination or require the same fidelity.
  2. Pick the destination by document behavior. One platform can be your primary target, but forcing everything into one tool usually creates a new mess. Map each document class to the tool that fits it.
  3. Run a fidelity pilot. Test at least 20 real documents — including one with comments, one with large embedded images, one with complex tables, one with internal cross-links, and one oversized document likely to hit the 10 MB export cap. This mix exposes most migration failures before the bulk run.
  4. Map permissions and URLs. Shared folders don't translate cleanly into page-level permissions, guest rules, or public publishing settings. Build the redirect map (old Google File ID → new page ID) during this phase.
  5. Cut over in two passes. Do the bulk move, then a delta move after a short freeze window. Keep immutable exports (PDF or DOCX) for audit trail and rollback capability.
  6. Export audit logs separately. Before cutting over, extract Drive audit logs and Admin audit logs via the Reports API if your industry requires a continuous compliance record.
Tip

Pilot documents should be boring on purpose: HR policy, product spec, sales proposal, support SOP, meeting notes, and one "monster doc" with tables, comments, and embeds. That mix exposes most migration failures before they hit your entire document estate.

Common Patterns in Google Docs Migrations

Across large-scale migrations, three failure modes repeat consistently:

  1. Underestimating "shared with me" sprawl. Users accumulate hundreds of docs shared by others. These don't appear in their Drive root and are invisible in Google Takeout exports. Folders shared with a user — even folders containing files that user created — cannot be exported via Takeout. Discovery of this content requires the Drive API with sharedWithMe=true query parameters and iterating through all shared drives.

  2. Embedded image bloat triggering the 10 MB export cap. Technical documentation with screenshots is the most common offender. Pre-processing these docs — extracting embedded images via the Drive API's files.get with alt=media, re-hosting them externally, and rewriting image references before the main export — prevents the cap from blocking the migration pipeline.

  3. Broken cross-document links at scale. Every docs.google.com/document/d/... URL in the migrated content is dead on arrival in the new system. Building the two-pass redirect map described above is non-negotiable for estates above ~50 documents. The engineering time for this step is typically 1–2 days for a 1,000-document estate, and scales roughly linearly with document count and link density.

TCO Comparison: 50-User Team, 3-Year Window

The table below models total cost for a 50-person team over three years on annual billing, including estimated migration and ongoing operational overhead — not just software licensing. It includes the plan tier most comparable to Google Workspace Standard.
